November 26, 1994 the Supreme Council of Abkhazia adopted the "Constitution of a sovereign, democratic, legal state - the Republic of Abkhazia". The Constitution, adopted in 1994, consolidated the victory of the Abkhazian people in the liberation war and at the same time marked a new stage in the development of our country. The Constitution establishes the inviolability and integrity of the country, are guaranteed human rights and freedoms, approved by civil peace and accord. October 3, 1999 in a referendum the overwhelming majority of citizens of Abkhazia approved the Basic Law of the country. Based on the results of the referendum October 12, 1999 the Parliament adopted the Act on State Independence of the Republic of Abkhazia.
